Andrew Cuomo's Stance on the Borough-Based Jail Issue
Mayoral candidate Andrew Cuomo has proposed rebuilding Rikers on Rikers Island and using the four borough sites for housing and commercial development.
“Let’s make a major start by stopping a major debacle,” he said of the borough-based jail plan. “It promises to be New York City’s big ditch. It is already years late, billions over budget, and obsolete.
Cuomo suggests rebuilding new state-of-the-art jails on Rikers Island and providing free bus service. This idea is supported by a 2022 plan from local architect Bill Bialosky.
