A child practice review into the crimes of former Bangor headteacher Neil Foden has found "over 50 missed opportunities" to stop him.
Foden, 68, was jailed for 17 years in July 2024 after being convicted of 19 counts of sexual abuse upon four girls between 2019 and 2023.
He was described as a "sophisticated and controlling paedophile" who "created a culture which enabled his offending in plain sight" by Jan Pickles OBE, chair of the review panel.
The North Wales Safeguarding Board's Child Practice Review investigation report comprises 107 pages and was published on November 4.
