The Dominican Republic is the host nation, but the United States is the principal convener and responsible for the attendee list.
The summit, set for 4-5 December 2025, has been controversial due to the exclusion of Cuba, Nicaragua, and Venezuela.
The exclusion was justified because these nations are not members of the Organization of American States (OAS) and were absent from the previous summit in Los Angeles in June 2022.
