The Spanish government has enacted a new Royal Decree containing urgent measures to strengthen its electricity system. The law focuses on promoting energy storage, upgrading existing facilities, and accelerating the electrification of the national economy.
“Promoting energy storage, repowering facilities and accelerating the electrification of the economy, among other issues.” (Spanish government press release, 04/11/2025)
The legislation increases the authority of the National Commission on Markets and Competition, granting it broader supervisory and control responsibilities over the obligations of market participants in the energy sector.
The national grid operator, Red Eléctrica, is required to draft technical proposals aimed at reinforcing and modernising transmission and distribution networks. These plans will soon be reviewed and approved by the government.
The regulation places emphasis on integrating storage modules with existing power plants. It also introduces a five-year deadline for using granted grid connection rights to prevent speculation and capacity hoarding.
This initiative supports Spain’s national target of deploying 22.5 GW of battery energy storage systems (BESS) by 2030, aligning with the country’s broader renewable energy transition strategy.
